This position functions under the general supervision of a Section Chief in the Resource Planning and Analysis Section (RPAS) in the Division for Special Activities (DSA) in the Department of Operational Support (DOS).

DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

RPAS works with counterparts across DOS to ensure that efforts to support client groups across the Secretariat are in line with organizational priorities and other objectives related to value for money and resource stewardship. With a focus on data-driven analysis, RPAS works with counterparts in examining major resourcing drivers and practices within the responsibilities of DOS to ensure cost-effective operational support solutions.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

  • Manages collaborative projects and supports relationships with key partners outside the United Nations Secretariat, including regional organizations, other United Nations actors and governments, including by establishing or negotiating agreements, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

  • Researches, analyzes and presents information gathered from diverse sources.

  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.

  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

  • Provides high level support with respect to a range of complex administrative, budgetary, financial, and human resources policies and procedures which substantially impact significant administrative activities of the work unit.

  • Performs other duties as required.

Education

An advanced university degree (Master’s degree equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

  • Experience collaborating with partners on operational support issues in or with an international organization is required.

  • Experience in drafting policy documents, project summaries, and background papers is desirable.

  • Experience in negotiating multi-stakeholders agreements is desirable.
Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
