Community Initiatives Coordinator

Job Summary


The primary purpose of this position is the provide program support for the City's various housing and community development grant programs. Under the general direction of the Community Initiatives Administrator, and subsequent direction of the Operations and Compliance Administer, this position assists in conducting a variety of community outreach, and program development, administration, and monitoring tasks relative to area of responsibility.

Duties And Responsibilities

  • Assist with planning, coordinating, implementing, and administering Housing and Urban Development (HUD) grant programs, including Community Development Block Grant (CDBG), Community Development Block Grant - Disaster Recovery (CDBG-DR), Community Development Block Grant - Mitigation (CDBG-MIT), and HOME grant programming; as well as other housing or community development related initiatives:
    • Prepare for and conduct meetings, including but not limited to annual stakeholder and applicant meetings, public hearings, community outreach events, and training workshops
    • Conduct research to support related programs
    • Draft various plans, program requirements, policies, and guidelines
    • Update and maintain website(s)
    • Create and maintain database files and reporting systems
    • Prepare environmental reviews for related projects
    • Prepare notices, reports, and compile required information
  • Provide exceptional customer service to both external and internal customers:
    • Provide technical assistance
    • Respond to citizen inquiries and concerns; convey related information to contractors, inspectors, and City staff
  • Process vendor payment requests through the City's financial system:
    • Review pay requests for accuracy and compliance with contract requirements
    • Obtain required signatures (consultant, inspector, project manager, etc.) for draw requests
  • Support Housing Coordinator in carrying out housing related activities
  • Assist with the monitoring of projects for compliance with program requirements:
    • Conduct monitoring visits
    • Perform on-site interviews and review weekly payrolls for completeness and accuracy
    • Assist with desk, onsite, and project conclusion monitoring
    • Prepare notices and compile required information


MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

Minimum Required Qualifications Include
  • Bachelor's Degree in Public Administration, or a related field
  • One (1) year related experience
  • A Master's Degree in Public Administration, or a related field, may be substituted for one (1) year of work experience
  • Possession of a valid Texas Driver's License with an acceptable driving record
  • Ability to communicate effectively, both verbally and in written format
  • Ability to read and interpret federal, state, and local codes, ordinances, and regulations relating to grants and related programs
  • Ability to attend various meetings, including ones during the evenings and weekends, as assigned
  • Proficiency with Microsoft Office Suite

Preferred Qualifications Include
  • Master's Degree in Public Administration, or a related field
  • Three (3) years related experience


Working conditions

Working conditions mainly include a climate-controlled office environment, with occasional working outside. Subject to occasional evening and weekend work.

Physical Requirements

Physical requirements include lifting up to 35 pounds occasionally. Subject to vision constantly; standing, sitting, walking, lifting, carrying, pushing/pulling, reaching, handling, fine dexterity, balancing, hearing, talking and foot controls occasionally; kneeling, crouching, crawling, bending, twisting and climbing rarely.
